Frees space without deleting

A Live Photo is two files: the still and a video of about three seconds around it. That video is roughly half of the total size. If you never press and hold to watch the motion, half the space of every Live Photo goes to something you do not use.

The new photo is added to your library, and the original Live Photo moves to Recently Deleted, where it waits 30 days. Device space comes back once that album is emptied.
